Mumbai, Nov 24 (PTI) Amid logjam in Parliament, Finance Minister P Chidambaram today sought support of the Opposition in pushing through economic reforms, saying economy is not a football that can be kicked around by political parties. "Economic welfare of the country is bipartisan and must be kept above politics...economics is too important and economic future welfare of this country is too important to become a football to be kicked around by political parties", he said, while releasing a book on the history of HDFC Bank by financial journalist Tamal Bandyopadhyay here. The Minister also expressed the hope that once "one or two" issues were resolved it would become possible for the government to push through key economic reforms bills in the ongoing Winter Session of Parliament. "I had a good meeting with the two Leaders of Opposition. We will be able to resolve political issues...chances of passing of financial bills in this session are extremely good", he said. The important legislations awaiting approval of Parliament relates to insurance, pension, banking and Companies Bill. No business could be transacted during the first two days of the Session on account of protest by Opposition over the issue of government allowing FDI in multi-brand retail. The government has called a meeting of the leaders of the main opposition parties to resolve the impasse over the debate on FDI. While the Opposition BJP wants debate under the sections which entail voting, the Congress does not want voting. The Minister further said that there must be enough dialogue between the principal party in coalition and the principal opposition party. "We must be able to speak to each other. We must speak for each other." He also wanted important functionaries in the financial sector like Sebi chairman U K Sinha and SBI chief Pratip Chaudhuri to engage with "key political players" with regard to economic issues facing the country. Kolkata, Nov 24 (PTI) CPI(M) leader Buddhadeb Bhattacharjee today slammed Trinamool Congress for its failed move to bring no-confidence motion against the UPA government in Parliament and said the Left parties' bid to seek a discussion on FDI under rule 184 in the Lok Sabha was expected to garner support of most parties. ''I wonder Trinamool Congress moved the motion without assessing its own strength which is 18 or 19 only. I presume it was aimed at gaining narrow political interests,'' he said at a CPI(M) North 24 Parganas district meeting. A day after CPI(M) politburo member Biman Bose dubbed the failed no-trust as the 'political immaturity' of Banerjee, he said TMC dared to move ahead despite being quite aware that it did not enjoy the requisite strength. ''We were certain that the no-confidence motion (against the UPA government) will fail. That is why we decided not to support it and instead sought a discussion on FDI under Rule 184. Other parties are expected to take part in it and such a move would be more feasible in cornering the government.'' Many parties are expected to support the move as they were vehemently opposed to FDI in retail. Sarkozy denies receiving money from L'Oreal heiress

PARIS (Reuters) - Former president Nicolas Sarkozy denied receiving "a penny" in campaign funds from France's richest woman Liliane Bettencourt, according to excerpts of his testimony to judges published on Saturday by the French daily Sud-Ouest.

Sarkozy, who lost power in May, was questioned for 12 hours on Thursday by a judge who is trying to establish whether his election win in 2007 was aided by illegal funding by the L'Oreal heiress.

He denies any wrongdoing and his spokeswoman was not immediately available to comment on Saturday about the report.

"I have known the Bettencourts since I was 28-years-old. I am now 57," Sarkozy told judges, according to excerpts of his testimony published by Sud-Ouest.

"I have conducted five municipal campaigns," Sarkozy said about the Paris suburb Neuilly of which he was mayor and where Bettencourt and her daughter still live.

"They never gave me a penny, I never gave them one and I never asked them for anything. I was not going to start at 52 as France's president."

Sarkozy has bowed out of politics but remains a possible candidate for the conservative camp in the next presidential contest in 2017.

Initial suspicions over funding were fuelled three years ago when a woman who worked as an accountant for the mentally frail Bettencourt alleged that a large cash withdrawal was earmarked for Sarkozy's presidential election campaign.

Bettencourt was declared in a state of dementia in 2006 and was placed under the guardianship of her family in 2011.

Asked about Bettencourt's mental health, Sud-Ouest quoted Sarkozy as saying: "When I see her, I do not see any sign (of vulnerability). She is well dressed, she does not stutter, she does not say any implausible things."

The Bettencourt family, which is still the largest individual shareholder in cosmetics giant L'Oreal with a 30 percent stake, has long had close connections with the UMP Party of Sarkozy, who lost presidential immunity when he left office.

The judges who questioned Sarkozy classified him as a witness, a status in French judicial procedure which means he is not liable to face trial.

The Bettencourt affair is not the only thorn in Sarkozy's side. The former French president may also be asked to testify in two other judicial investigations concerning the terms of a submarine sale to Pakistan and lavish spending on opinion polls by his office when he was president. Crisis over president's powers exposes Egypt divisions

CAIRO (Reuters) - Youths clashed with police in Cairo on Saturday as protests at new powers assumed by President Mohamed Mursi stretched into a second day, confronting Egypt with a crisis that has exposed the split between newly empowered Islamists and their opponents.

A handful of hardcore activists hurling rocks battled riot police in the streets near Tahrir Square, where several thousand protesters massed on Friday to demonstrate against a decree that has rallied opposition ranks against Mursi.

Following a day of violence in Cairo, Alexandria, Port Said and Suez, the smell of teargas hung over the square, the heart of the uprising that swept Hosni Mubarak from power in February 2011.

More than 300 people were injured on Friday. Offices of the Muslim Brotherhood, which propelled Mursi to power, were attacked in at least three cities.

Egypt's highest judicial authority said the decree marked an "unprecedented attack" on the independence of the judiciary, the state news agency reported.

Leftist, liberal and socialist parties have called for an open-ended sit-in with the aim of "toppling" the decree which has also drawn statements of concern from the United States and the European Union. A few dozen activists manning makeshift barricades kept traffic out of the square on Saturday.

Calling the decree "fascist and despotic", Mursi's critics called for a big protest on Tuesday against a move they say has revealed the autocratic impulses of a man jailed by Mubarak, who outlawed Mursi's Muslim Brotherhood.

"We are facing a historic moment in which we either complete our revolution or we abandon it to become prey for a group that has put its narrow party interests above the national interest," the liberal Dustour Party said in a statement.

Issued late on Thursday, the decree marks an effort by the Mursi administration to consolidate its influence after it successfully sidelined Mubarak-era generals in August.

The decree reflects the Muslim Brotherhood's suspicion towards sections of a judiciary unreformed from Mubarak's days: it guards from judicial review decisions taken by Mursi until a new parliament is elected in a vote expected early next year.

It also shields the assembly writing Egypt's new constitution from a raft of legal challenges that have threatened the Islamist-dominated assembly with dissolution.

The Mursi administration has defended the decree on the grounds that it aims to speed up a protracted transition from Mubarak's rule to a new system of democratic government.

"It aims to sideline Mursi's enemies in the judiciary and ultimately to impose and head off any legal challenges to the constitution," said Elijah Zarwan, a fellow with The European Council on Foreign Relations.

"We are in a situation now where both sides are escalating and it's getting harder and harder to see how either side can gracefully climb down," Zarwan said.

A central element of Egypt's transition, the drafting of the constitution has been plagued by divisions between Islamists and their more secular-minded opponents, nearly all of whom have withdrawn from the body writing the document.

Mursi's new powers allowed him to replace the prosecutor general - a Mubarak holdover who the new president had tried to replace in October only to kick up a storm of protest from the judiciary, which said he had exceeded his authorities.

At an emergency meeting called to discuss the decree, the Supreme Judicial Council, Egypt's highest judicial authority, urged "the president of the republic to distance this decree from everything that violates the judicial authority".

Al-Masry Al-Youm, one of Egypt's most widely read dailies, hailed Friday's protest as "The November 23 Intifada", invoking the Arabic word for uprising. "The people support the president's decisions," declared Freedom and Justice, the newspaper run by the Brotherhood's political party.

The ultraorthodox Salafi Islamist groups that have been pushing for tighter application of Islamic law in the new constitution have rallied behind the decree.

The Nour Party, one such group, stated its support for the Mursi decree. Al-Gama'a al-Islamiya, which carried arms against the state in the 1990s, said it would save the revolution from what it described as remnants of the Mubarak regime.

Facing the biggest storm of criticism since he won the presidential election in June, Mursi addressed his supporters outside the presidential palace on Friday. He said opposition did not worry him, but it had to be "real and strong".

Candidates defeated by Mursi in the presidential vote joined the protests against his decision on Friday. Former Arab League Secretary General Amr Moussa was photographed linking arms with leftist Hamdeen Sabahi, liberal Mohamed ElBaradei and others.

Mursi is now confronted with a domestic crisis just as his administration won international praise for mediating an end to the eight-day war between Israel and Palestinians in the Gaza Strip.

"The decisions and declarations announced on November 22 raise concerns for many Egyptians and for the international community," State Department spokeswoman Victoria Nuland said in a statement.

MILAN/MUMBAI (Reuters) - Aston Martin stands at the centre of an international takeover battle after Mahindra and Mahindra trumped an Italian bid for half of the British luxury car maker.

Italian private equity fund Investindustrial reached an agreement on Thursday with the owner, Kuwaiti investment house Investment Dar, but Mahindra and Mahindra made a higher offer on Friday, leaving the fate of the 98-year old icon of British motor engineering hanging in the balance, sources familiar with the discussions said.

Aston Martin makes the cars immortalised by James Bond films down the decades in Gaydon, Warwickshire, the heartland of England's early 20th century motor manufacturing heyday.

The company was sold in 2007 by U.S.-based Ford Motor Co. for 479 million pounds, to Kuwait's Investment Dar and another Kuwait fund, Adeem Investment Co.

The consortium was fronted by David Richards -- former Formula 1 Benetton and BAR racing boss, who remains chairman.

Aston Martin sells approaching 15 percent of its DB9, Vanquish and other models in Asia. Wealthy Chinese buyers snapped up 110 cars in 2010 and sales are expected to have multliplied five-fold to over 500 this year.

"Talks are continuing through the weekend," said one source, who said Investindustrial had bid between 200 million and 250 million pounds for the stake, and is confident of winning the race because it sees its proposal as "technically" superior, including a technical partnership deal with Daimler AG's Mercedes.

The same source said manufacturing would stay at Gaydon under the Italian proposal.

A spokesman for Investment Dar, which went to the market for a $1 billion debt restructuring last year, was not immediately available for comment, nor could Mahindra be reached for comment. Investindustrial declined comment.

Investindustrial, owned by Italy's Bonomi family, is not new to luxury motor brands. In 2006, it bought Italian motorcycle maker Ducati and sold it for about 860 million euros last April to Volkswagen's Audi division.

Mahindra is the world number one tractor make. It also makes more sport utlitiy vehicles than any other Indian motor manufacturer, and controls South Korean car maker Ssangyong Motor Co Ltd <003620.KS>.

A second source familiar with the process said Mahindra was keen to access the Aston Martin technology to upgrade its existing vehicle platform.

Another Indian motor company, Tata Motor, owns British luxury manufacturer Jaguar Land Rover, and has had even more success than Aston Martin in China, now Jaguar Land Rover's biggest market.

New Delhi, Nov 24 (PTI) BJP today indicated it may take disciplinary action against Ram Jethmalani who has demanded party president Nitin Gadkari's resignation and disagreed with the party's stand over the appointment of new CBI director. "Jethmalani has been making statements against the BJP President and has now spoken against the two Leaders of the Opposition. We completely deny his charges against them. The party has taken serious note of his statements and strong action will be taken at the appropriate time," BJP spokesperson Shahnawaz Hussain said. In a letter to Nitin Gadkari today, Jethmalani had criticised the Leader of the Opposition in Lok Sabha Sushma Swaraj and her Rajya Sabha counterpart Arun Jaitley for writing to Prime Minister Manmohan Singh against the appointment of Ranjit Sinha as the next CBI Chief. Swaraj and Jaitley maintained that Sinha's appointment has been made despite an unanimous recommendation by the Rajya Sabha Select Committee on Lokpal that the CBI Director should be appointed by a collegium. "Jethmalani has written a letter to the BJP President in which he has spoken against Sushma Swaraj and Arun Jaitley. BJP denies his charges against its leaders and condemns it. His allegations are baseless and will only help Congress," Hussain said. Swaraj and Jaitley had asked Singh to keep Sinha's appointment in abeyance but the PM wrote back rejecting the BJP demand. Earlier, Jethmalani had demanded that Gadkari should immediately step down in the wake of charges of dubious funding of his Purti Group. Abducted girl rescued, kidnapper arrested

Chandigarh, Nov 24 (PTI) Haryana police today rescued a five-year-old girl, who was kidnapped from Hansi, and arrested the alleged abductor. The girl was kidnapped while she was playing outside her residence at Hansi yesterday, a police spokesman said. Following initial clues, police team rescued the minor and arrested Sandeep, a resident of village Pokhri Khera, from Hisar, he said. Sandeep has also admitted the kidnapping of an another minor girl from Ramlila Ground of Jind on October 14, the spokesman said adding, few days later the girl was later found near Bankhand Mahadev temple. Shillong, Nov 24 (PTI) A BSF jawan was injured after being beaten up by a mob today for allegedly outraging the modesty of a woman at Mawpat in Meghalaya, near the Bangladesh border. A senior police officer said the 28-year old jawan, identified as Ratheesh, allegedly molested the woman by sneaking into her house near the headquarters of the 83 battalion of the border guards while she was asleep yesterday. He was thrashed by local people when the matter came to light. He was later taken to the hospital of the border force in a serious condition. A BSF spokesman said full cooperation will be extended to the police in its investigation and action will be taken against the personnel for "sullying the image of the force." PTI COR SUS AVT

Gurgaon, Nov 24 (PTI) Former Prime Minister Inder Kumar Gujral has been admitted to the Medicity Medanta Hospital here with a lung infection and his condition is said to be "serious". Gujral, 92, who has been unwell for sometime, was put on the ventilator today after his condition deteriorated. He was on dialysis for over a year now and had suffered a serious chest infection some days ago. His son and MP Naresh Gujral said he was not well and was serious. Hospital sources said Gujral's condition is "near stable". Gujral was admitted to the hospital four days ago with complaints of chest pain. PTI SKC CORR PAL

BAGHDAD (Reuters) - At least seven Shi'ite Muslim pilgrims from Iran and Pakistan were killed in Iraq on Saturday when a car bomb went off by a restaurant in a city north of the capital, police and hospital sources said.

The attack took place a few days into the holy month of Ashura, which is of special significance to Shi'ite Muslims, who are targeted by al Qaeda's Iraqi affiliate and other Sunni Islamist insurgents.

Police said a parked car blew up near a restaurant on the outskirts of Balad, 80 km (50 miles) north of Baghdad, killing the pilgrims, who were travelling back to the capital from the Shi'ite holy city of Samarra.

A further 25 people were wounded in the blast, medics said.

Almost one year after the last U.S. troops left Iraq, al Qaeda's local wing has vowed to revive attacks against the country's Shi'ites in an attempt to reignite the kind of sectarian violence that drove the country to the edge of civil war four years ago.

Attacks against Shi'ites have often increased during Ashura, when Shi'ites commemorate the death of the Prophet's grandson Imam Hussein.

Obama departs for Asia, to make historic stop in Myanmar

WASHINGTON (Reuters) - U.S. President Barack Obama departed on Saturday for a three-country swing through Asia, using his first foreign trip since winning re-election to emphasize his administration's focus on the region.

Obama will make stops in Thailand, Myanmar and Cambodia. The highlight of the trip is likely to be the historic stop in Myanmar, a former pariah state. The White House hopes his visit will push the country to lock in democratic reforms.

The president's tour may be overshadowed, however, by violence in the Middle East and concerns about tax and spending talks with lawmakers back home.

China says does not want South China Sea overshadowing summit

BEIJING/PHNOM PENH (Reuters) - A regional summit in Cambodia should not be overshadowed by a dispute over the South China Sea as the situation is under control and countries involved can resolve differences themselves, a top Chinese diplomat said on Saturday.

China's assertion of sovereignty over the stretch of water off its south coast and to the east of mainland Southeast Asia has set it directly against Vietnam and the Philippines, while Brunei, Taiwan and Malaysia also lay claim to parts, making it Asia's biggest potential military trouble spot.

But Chinese Vice Foreign Minister Fu Ying said the dispute was well in hand, ahead of a meeting beginning this weekend of regional leaders in Cambodia attended by Southeast Asian heads of states as well as China's Premier Wen Jiabao and U.S. President Barack Obama.

"As soon as this region is bought up everyone thinks it's very dangerous, very turbulent, because of the South China Sea issue. In fact, over the past few years, China and the countries surrounding the South China Sea have successfully controlled the dispute and not let it intensify," Fu told reporters.

Asia's experience since the end of the Cold War of avoiding large-scale conflict showed that the South China Sea issue was also manageable, she said.

China, however, has resisted proposals for multilateral talks on the sea, preferring to try to negotiate disputes with each of the far less powerful individual claimants. It has also opposed Washington's attempts to get involved.

Unprecedented arguments over a push to introduce a code of conduct, or common approach, to territorial tension with China led to the collapse of a summit of Southeast Asian leaders in July, preventing the issuing of a joint communique by the Association of Southeast Asian Nations (ASEAN) for the first time in its 45-year history.

Indonesian Foreign Minister Marty Natalegawa said such disarray within the bloc could not be repeated.

"We cannot allow ourselves the luxury of a similar disunity," Natalegawa said in the Cambodian capital, Phnom Penh.

"It is bad for all involved, not only for ASEAN, it's even bad for China as well. So I think ASEAN and China are on the same boat literally on the South China Sea."

HIGHER STAKES

Officials at the summit are playing down any hope of progress on the code of conduct, though Indonesia proposed a hot line be set up between ASEAN nations and China for use in the event of any incidents.

"We have to be able to pick up the phone to share with another what had happened and how we can manage and contain the issue," Natalegawa said.

The stakes have risen in the area as the U.S. military shifts its attention and resources back to Asia, emboldening its long-time ally the Philippines and former foe Vietnam to take a tougher stance against Beijing.

Fu said over the past few years there had been a "phenomenon" of the South China Sea issue being "hyped up" whenever there was a regional or international meeting involving China and its ASEAN neighbours.

"Shattering the peaceful atmosphere in this way gives people the wrong impression."

"The dispute's resolution still has to come from talks with the countries directly involved. China and ASEAN are confident they can maintain peace and stability in the South China Sea, and we have already proved that we can do this," Fu said.

"We also hope that countries from outside the region, in other words countries which are not China or ASEAN members, can have faith in us. If you want to help, then do it in a positive way, and not interfere or provoke."

ASEAN groups Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

Top BDA official arrested by Lokayukta police

Bangalore, Nov 17 (PTI): M R Hiremath,Deputy Commissioner (Land Acquisition), Bangalore Development Authority has been arrested by Lokayukta police while allegedly accepting a bribe of Rs five lakh from a farmer to denotify his lands. He was arrested with his accomplice at a cafe in Malleshwaram area in the city late last night on a complaint filed before the Lokayukta by a farmer,Lokayukta sources said. Hiremath was today produced before Lokayukta Court judge N K Sudhindara Rao, who remanded him to judicial custody till November 24. He also filed a bail application which the court posted to November 21 for the prosecution to file its objections. Hiremath had allegedly demanded Rs 20 lakh from Nagaraj to denotify lands in Thanisandra. The land was acquired by BDA for forming the Arkavathy Layout. The farmer wanted the his 1.16 acre land released from notification as per a Supreme Court order. BJP MLA and security guards booked in assault case

Darbhanga, Nov 17 (PTI) A FIR was today lodged against the BJP MLA Ashok Yadav and his two security guards at Sadar police station in Bihar's Darbhanga district for assaulting two persons, a police officer said. Two persons, identified as Sagir and Saddam, have lodged an FIR against Yadav and his two security guards alleging that they were assaulted by the accused persons in Bijli village last night, the Sadar police station in-charge Rashid Parvez said. In the FIR, the complainants said that they were beaten up by Yadav and his guards who took offence with the duo for overtaking the MLA's vehicle, he said. An investigation was going on in the matter, Parvez said. The BJP MLA from Kewati assembly constituency has trashed the charges of assault against him and security guards and said that the complainants were robbers who had looted a petrol pump in the village and a FIR was lodged by the pump's manager. Over 1,500 cases disposed of in Lok Adalats

Chandigarh, Nov 17 (PTI) As many as 1,533 cases were settled in the special Lok Adalats held today in district court complexes as well as sub divisional courts in Haryana. "A total of 6,077 cases were taken up in these Lok Adalats," a spokesman of Haryana State Legal Services Authority said. Out of the total cases settled in these Lok Adalats, 43 Motor Accident Claims Tribunal (MACT) cases were of death or injury arising out of vehicular accidents wherein an amount of Rs 70,03,500 was awarded as compensation to the accident victims. Also, 1,490 cases of civil and petty criminal, revenue and pending bank loan and those at pre-litigative stage were also settled. People interested in getting their cases settled in the Lok Adalats, may move an application to the concerned District and Sessions Judge-cum-Chairman or Chief Judicial Magistrate-cum-Secretary, District Legal Services Authority or Additional Civil Judge (senior division) or senior most Civil Judge-cum-Chairman of Sub-Divisional Legal Services Committee under whose jurisdiction the case falls, he said. Guwahati, Nov 17 (PTI) A day after being invited to join BJP, veteran student leader and All Assam Students Union (AASU) advisor Samujjal Bhattacharya today discounted any possibility of joining any political party. "I have always said that I will not join any party or be part of party politics," Bhattacharya said in response to the olive branch offered by the saffron party. "I will continue to fight for the locals and the indigenous people of the state. The struggle will continue," Bhattacharya said. His remarks came a day after newly inducted state BJP chief Sarbananda Sonowal called upon Bhattacharya to join the party and fight unitedly against illegal immigration into the state. Sonowal and Bhattacharya had served as the President and General Secretary, respectively, of AASU during the 1990s. While Sonowal later joined Asom Gana Parishad and went on to become an MLA and MP after leaving AASU in 1999 and subsequently shifted to BJP, Bhattacharjya continued in AASU and took the post of Advisor. New Delhi, Nov 17 (PTI) Keeping in view rising cases of dengue, Chief Minister Sheila Dikshit today issued direction to the municipal corporations to ensure proper cleanliness in all designated Chhath puja ghats in the city. The Chief Minister has instructed Chief Secretary P K Tripathi to particularly direct all Municipal Commissioners to oversee cleanliness drive at Chhat Puja ghats. Dikshit's Parliamentary Secretary Mukesh Sharma, who has been overseeing the Chhath puja preparations, said the Chief Minister has also ordered all concerned agencies to provide best possible facilities to the devotees. "The Chief Minister has instructed all concerned agencies to facilitate adequate arrangements for Chhath Puja celebration. She also issued direction to maintain highest level of cleanliness in view of rising cases of dengue as unhygienic condition may lead to mosquio breeding," he said. Devotees flock to various ghats along the Yamuna to offer prayers to the Sun on Chhat Puja, which is celebrated in Delhi by an estimated 40-lakh-strong Poorvanchali population. This year's Chhat Puja will be celebrated tomorrow and Monday. Sharma said Dikshit had requested Haryana government to release adequate water to Delhi in view of Chhath Puja celebrations and the neighbouring state has agreed to the request. Sharma, who visited various Chhath ghats, to oversee preparations said all Deputy Commissioners of various districts have also been told to visit ghat sites to ensure proper facilities. China's Xi praises Hu for voluntarily giving up power

BEIJING (Reuters) - China's president-in-waiting Xi Jinping has praised his predecessor Hu Jintao for voluntarily stepping down from both his party and military posts, promising to uphold his legacy of defence modernisation, state media said on Saturday.

Hu, who remains China's president until March's parliament session, relinquished the much more powerful post of Communist Party boss on Thursday at the close of the once-every-five-year congress that selects the party's new leadership line-up.

The question had loomed whether Hu would stay on as head of the powerful Central Military Commission, thereby preventing a full takeover of the party and armed forces by Vice President Xi.

Hu's predecessor Jiang Zemin remained chief of the military commission for two years after Hu took over as president and party boss.

"Chairman Hu, giving full consideration to the development of the party, country and military, voluntarily proposed no longer holding the positions of party general secretary or chairman of the military commission," the official Xinhua news agency cited Xi as saying.

"The entire 18th Party Congress respected Chairman Hu's willingness (to step down), and agreed to his request," Xi said at a military commission meeting held on Friday.

"Chairman Hu's very important decision fully showed his deep consideration toward the development of the Party, the country and military, and fully showed his foresight as a Marxist statesman and strategist, and his broad mind and noble character," Xi added, using typically turgid communist phraseology.

Hu had made modernising China's outdated, massive armed forces a key platform of his time in office, overseeing the launch of the country's first aircraft carrier and development of stealth fighters.

Xi said the military must "work hard to promote its revolutionary modernisation".

He added that the party must "unswervingly" remain in control of military, reflecting the leadership's determination to ensure that the People's Liberation Army remains the ultimate shield of their authority.

"Ensuring the absolute leadership of the party over the military ... concerns the lasting stability of the party and the country," Xi said.

Mumbai, Nov 10 (PTI) Cricketer-turned-politician Navjot Singh Sidhu, who quit Bigg Boss reality show to campaign for Gujarat assembly elections, today parried questions on his party president Nitin Gadkari. The BJP MP was a contestant on the reality show 'Bigg Boss' that started from October 7. His wife had called Colors channel, on which the show is aired, to allow her husband to quit the show as Gadkari had requested that Sidhu was required to campaign for the party ahead of the Gujarat polls. When asked whether he felt that Gadkari was looking for support from his partymen following charges of corruption, Sidhu said, "Next question please... I am not going to reply on this." In response to a question on what kind of difference his presence would make during the Gujarat poll-campaign, Sidhu said, "I am here as I was asked to campaign for Gujarat elections. It is the party that gave me name and recognition. The party never forces anyone... They just asked me to come (for campaigning)." Earlier, Congress MP Sanjay Nirupam, who was part of previous season of the show, also had to leave the 'Bigg Boss' house within a week. Absconding prisoner arrested

Madhubani, Nov 10 (PTI) A prisoner, who had fled from a jail van on October 12 taking advantage of protests following the suspected death of a schoolboy, was arrested today from Jainagar police station area of Bihar's Madhubani district. On a tip off, the absconder, Mahesh Paswan, was arrested from a house in Jainagar police station, Superintendent of Police Ranjit Kumar Mishra said. Paswan was among 27 prisoners who had escaped during agitation on October 12 when the protestors had tried to torch the jail vehicle carrying them. Of them, 23 prisoners had returned to the jail but four, including Paswan and Hamidul Rahman, a Pakistani national, went missing. The SP said Paswan was brought here after production in the court and sent to jail. Efforts are on to trace the three remaining prisoners, including the Pakistani national, he said. Margao, Nov 10 (PTI) Parvez Rassol scored a brilliant 171 as Jammu and Kashmir posted 338 in their first innings against host Goa in Ranji Trophy Group C match at Goa Cricket Academy ground at Porvorim near here. Rassol forged a 146-run partnership for the eighth wicket with captain Samiulla Beigh (57 not out) to lift J&K to a commanding score after resuming their individual innings at an overnight score of 90 and 3 respectively. On the draw of stumps on the second day, Goa were 48 without loss in 29 overs. Debutant Amogh Dessai (21) and experienced Swapnil Asnodkar (22) were at the crease. Dessai faced 84 balls and hit two boundaries, while Asnodkar played carefully and faced 92 balls and only once he hit the fence. Earlier, Rassol hit 16 fours and three sixes in his 381-ball innings. Woman, male colleague beaten up by passengers in train

Dumka (Jharkhand), Nov 10 (PTI) Suspecting them of being in an illicit relationship, a group of passengers today thrashed a woman and her male colleague on board a Jassidih-Dumka local train. "Both of them were coming to Dumka by the passenger train from Jasidih when some passengers started beating them up in the train after accusing them of lovers. The duo was also thrashed on the platform when the train reached Dumka," Deputy Superintendent of Police A K Srivastav said. The victims, who were identified as Rani Kisku (30) and Ramnath Shah (33), were admitted to the Dumka Sadar Hospital. Denying any relation between them, the woman told police that both of them worked in a firm in Delhi, and was accompanied by her colleague as wanted to return home in Dumka after falling ill. After getting down at Jasidih station while coming from Delhi, the duo boarded the local train for Dumka, the police said. Dumka Station Master Sriprakash said the duo ran into his room for cover. 33 lakh voters registered in east Godavari district so far:Lal

Rajahmundry (AP), Nov 10 (PTI) Thirty-three lakh people have been enrolled as registered voters from various assembly segments in East Godavari district, Andhra Pradesh Chief Electoral Officer Bhanwar Lal said today. "In East Godavari district 33 lakh people enrolled their names as general voters so far while during the revision another 40,000 voters have enrolled their names," Lal said, adding over one lakh students who completed 18 years on January 1, 2012 have applied for enrolment as voters in the state. Lal was speaking to reporters after holding a review meeting with district collectors and other officials of East and West Godavari districts. He urged educational institutions to ensure that students get themselves registered. Lal informed that the last date for the enrolment of voter is November 20. "We have set up 345 centres in East Godavari and 218 centres in West Godavari districts for enrolment purpose. These applications are also accepted through on-line, e-save and mee-seva centres," he added. He said elections to graduation constituencies will be held before March 2012, where 1,72,302 voters were enrolled in 2009. PTI CORR NSK

Chandigarh, Nov 10 (PTI) Chief Justice of Punjab and Haryana High Court A K Sikri today said legal education will be made part of school curriculum so that youth could spread legal awareness among the deprived section of the society and help fighting social ills. Justice Sikri, who is also patron-in-chief of Haryana State Legal Services Authority (HALSA), was addressing a gathering in a programme organised in Gurgaon today. He asked students to help in providing justice to the poor and illiterate by making them aware about their rights. Sikri pointed out that in spite of laws, certain illegal things happen around us. "This is because we see them and we ignore them," he said, according to a Haryana Government release here. Referring to Rabindranath Tagore's poem, he said, when the Sun sets in the evening, the onus of spreading light lies on a small lamp made of mud, similarly, students will have to play the role of that lamp for Legal Services Authority in spreading legal awareness in the society. He said that lessons in basic laws would be made part of the curriculum of schools so that the students know about their legal rights and educate those who are unaware of it, especially the poor and illiterate. A small book, comprising lessons on basic laws, was being published by HALSA, which would be taught in schools as a compulsory subject, he said. Sikri said the Authority was working on the principle of 'justice to all', therefore those who did not come to courts or those who are not aware that their rights were being violated, need to be told about it. Terming female foeticide as a curse, Sikri said that these days girls were outshining boys in every field and every competition, "then why hate girls." Thiruvananthapuram, Nov 10 (PTI) The capital-based Bharatheeya Vichara Kendram (BVK) has urged the government to include the teachings of saint-reformers Swami Vivekananda and SreNarayana Guru in the school and college curriculum to enable students to inculcate the values propagated by them. The state council of BVK adopted a resolution asking the government to include the biographies and teachings of the social leaders in the curriculum upto the university level, a press release here said. Another resolution at the council expressed concern over the increasing tendency of showing direspect towards Indian cultural images, citing instances of some ministers and public figures refusing to light the ceremonial lamps at functions. Cameroon national among two held with fake currency

Alwar (Raj), Nov 10 (PTI) Two persons, including a Cameroon national, were today held with fake Indian currency with a face value of Rs 13.20 lakh in the district, police said. Middle aged B Seragalain, who is in the country for the last two months, arrived in Bhiwadi industrial area here yesterday, Additional SP Alwar Anil Kayal said. Acting on a tip off, the police team arrested Seragalain along with a local resident identified as Younus and seized the counterfeit currency from their possession. New Delhi, Nov 3 (PTI) Concerned over corruption, Comptroller and Auditor General (CAG) Vinod Rai today cautioned that India cannot achieve and sustain high growth rate without transparency and accountability. "Economic growth cannot be made sustainable, cannot be made inclusive, unless it is based on transparency and accountability," he said while speaking at the 11th All India Lokayuktas Conference 2012 here. The issue of corruption in India is not new, he said, adding that the country needed to deal with it effectively to achieve and sustain 8 per cent economic growth rate as "there is just no (other) way." Government auditor CAG in its reports on 2G spectrum, coal blocks allocation and other issues had highlighted various practises of the government that lead to huge loss to the exchequer. These reports had evoked sharp reaction from the government. The Indian economy had been growing at over nine per cent till the global financial meltdown pulled the growth rate to 6.7 per cent in 2008-09. As regards the functioning of the CAG, Rai said, the government auditor has started coming out with booklets to create public awareness on issues related day-to-day issues. "We have now started reducing our complicated audit reports into small booklet named noddy books. On all issues related to social sector, we have brought booklet of 14-15 pages," he said. Man gets five-year RI for raping daughter

Thane, Nov 3 (PTI) A local court today sentenced a man to five-year rigorous imprisonment for subjecting his teenage daughter to repeated sexual assaults in the city. It was prosecution's case that Hiralal Mishra (40) raped his daughter at his flat in Wagle Estate area on January 18, 2008 when she was asleep and again on two occasions. The additional sessions court judge Waghwase found Mishra guilty under section 376 (punishment for rape) of the Indian Penal Code (IPC), said additional public prosecutor Rupa Navle. According to prosecution, Mishra's wife was aware of the abuse. Unable to cope with the torture the victim confided in her neighbours who helped her lodge an FIR against her father following which he was arrested in March 2008. The judge relied on the deposition by the girl and prosecution's argument that no girl will level such serious allegations against her father unless she is made to suffer due to his act of depravity. Revise formula for devolution of Central funds to states:Badal

Hoshiarpur, Nov 3 (PTI) To ensure overall development of the country, the Centre should "impartially" disburse the taxes collected from states, Punjab Chief Minister Parkash Badal today said. It is the need of the hour to revise the formula for devolution of Central funds because the states need more funds for their primary developmental needs, Badal told reporters here. "Rather than discriminating with the states the Union government must impartially disburse the taxes collected from states in order to ensure the overall development of the country," the chief minister said. He said they had been demanding that the states should be given at least 50 per cent share in taxes collected from them. "The allocation of funds to the states should in fact be made growth dependent, so as to encourage the states to perform better," he said. Laying stress on the need for strengthening federalism by increasing devolution of Central funds to states from the present 32 per cent to 50 per cent along with change in the devolution criteria, he said that if more funds were placed at the disposal of the states "an era of unparallelled development could be heralded in them." The chief minister said that by giving the central funds the Union government was not doling out anything special to the states, rather it was duty bound to repay back their share from the revenue collected in form of various taxes from the states. Assailing the Union government for allegedly ignoring the welfare of people "by formulating the policies autocratically without concerning the state governments", Badal said "the tendency of the Central government to usurp the powers of the state governments is very dangerous as it not only violated the fundamental principles of democracy but also weakened the federal structure of the country." "The result of such discriminatory policies of the Congress is that Punjab, which was once considered as most prosperous and advanced state of the country, is now lagging behind in many sectors," he claimed. The report had it that the BJP members will review their strategy of staying away from committee proceedings after assessing the response of Chacko who has so far been stonewalling their demand. Need to promote employment schemes in Jamp;K: Sham

Jammu, Nov 3 (PTI) Jammu and Kashmir Minister Sham Lal Sharma today termed as effective the employment schemes initiated by the state government but said that there was a need to popularise them for the youth to avail its benefits. The Minister for Health, Horticulture and Floriculture described 'Sher-e-Kashmir Employment and Welfare Programme for Youth' (SKEWPY) and Jammu and Kashmir State Self Employment Scheme (JKSES) as the "right initiatives" to address unemployment problem in the state. He, however, stressed that unemployed educated youth need to have the awareness about these self-employment schemes to create employment opportunities for themselves. "Added endeavours are required to popularise these most effective self employment schemes among the youth to encourage them to avail its benefits and grow as independent entrepreneurs," Sharma said while inaugurating a state government-sponsored employment fair at Akhnoor. He said various measures had already been initiated in the last four years to ameliorate the situation for unemployed educated youth in the state. The minister said though the government would explore all possibilities to create jobs in public sector, the educated youth should also come forward to set up their own income-generating self-employment units. Jan Lokpal envisaged by Kejriwal too draconian: Justice Shah

New Delhi, Nov 3 (PTI) Former Chief Justice of Delhi High Court A P Shah, who was named by Arvind Kejriwal as an internal Lokpal of India Against Corruption (IAC), today termed the Jan Lokpal Bill drafted by erstwhile Team Anna as "too draconian". Addressing a conference of state Lokayuktas here, Shah favoured setting up of a strong Lokpal to contain corruption in the country but criticised the Jan Lokpal Bill saying certain provisions of it were not within limits of the Constitution. "We should have a strong Lokpal. There is no doubt about it. But I am not suggesting something like the Jan Lokpal as envisaged by Kejriwal because it was too draconian and most of the provision I personally feel are not within the limits of the Constitution," he said. Kejriwal last month had announced setting up of a three-member panel of retired judges to probe allegations of wrongdoings against prominent IAC members Prashant Bhushan, Mayank Gandhi and Anjali Damania. Besides Justice Shah, other two members of the panel are Justice (Retd) B H Marlapalle of the Bombay High Court and Justice (Retd) Jaspal Singh of the Delhi High Court. In his address, Justice Shah said the Lokpal and Lokayukta Bill, 2011, which was passed by the Lok Sabha, has several lacunae and it will not help in effectively dealing with corruption. A Rajya Sabha Select Committee is currently examining the Bill and is likely to give its report in the Winter session of Parliament. Giving an example of the shortcomings in the Bill, he said as per a provision the preliminary investigating wing of the Lokayukta will carry out a preliminary inquiry upon receiving complaint against a government officer or a minister and comments will be sought against the respondent. "Suppose the Lokayukta receives information that a particular bureaucrat has stashed money abroad or kept unaccounted money in some bank account. In that case is he going to be called and asked what is your explanation?" he asked. Shah said powers vested with most of the existing Lokayuktas are recommendatory in nature. 7 more Bangladeshi fishermen rescued from Odisha

Berhampur (Odisha), Nov 3 (PTI) Seven more fishermen from Bangladesh, who were in their defunct boat inside the deep sea, were rescued by the local fishermen of Podampeta in Odisha's Ganjam district today. While one of them was admitted at the hospital at Chhatrapur due to fever, the condition of other Bangladeshi nationals is good, said inspector in-charge marine police station Ashok Kumar Parida. As many as ten fishermen from Bangladesh were rescued by the local fishermen from the deep sea yesterday. The fishermen from Bangladesh were stuck inside the sea, when their boat developed a snag. The local fishermen from Podampeta detected them in trouble and were brought ashore.   All of them stayed in the marine police station at Arjipalli, while administration provided foods, sources said. "We have already taken up the matter with the home department and trying to send them back as soon as possible," said a senior officer. District collector Krishan Kumar also spoke to rescued fishermen.   "We got rebirth, after being saved by Odia fishermen. Centre should detect and deport Bangladeshi infiltrators:RSS

Chennai, Nov 3 (PTI) Holding that Bangladeshi infiltrators have spread all over the country, RSS today demanded the Centre and state governments take steps to check the border, detect and deport them. "If they (infiltrators) have got citizenship rights or other rights, they should be deprived. And ultimately, they should be deported... Central government should check the border...," RSS All India Joint Secretary, Krishna Gopal said. Briefing reporters on the second day proceedings of the RSS National Executive Council meeting, he said "unabated influx" of infiltrators, who had settled not only in Assam but all over the country, was a "serious threat" to national integration. To a query whether the situation was any better during NDA rule, he said that "during the NDA government, fencing programme was going on better. And Mr Advani (then Deputy Prime Minister) had also issued orders to fence all the borders." A resolution passed at the meet on the city outskirts condemned the July 2012 ethnic violence in Assam, alleging it was migrant Bangaldeshi Muslims who had perpetrated it. "RSS strongly condemns the violence perpetrated by Bangladeshi Muslim infiltrators in Kokrajhar, Chirang and Dhubri districts of Assam, the violent demonstrations organised in various parts of the country and the conspiracy to terrorize the people of North-East living in different parts of the country to flee from their places," it said. These were 'serious challenge' to the country, it added. Holding that these 'infiltrators' had settled in large numbers in four districts of Bodoland Territorial Area District (BTAD), it said they had "vitiated the social, cultural, natural, economic, religious and political environment over there with far reaching consequences." One-day Executive camp held

Kozhikode,Nov 3 (PTI) Asserting that it would fight for the rights of the minorities, the Indian Union Muslim League today alleged it was being targetted as the party was helping them. The party would raise the issue in the UDF meeting scheduled to be held on November 5, State senior IUML leader E T Mohammed Basheer told reporters along with IUML unit general secretary K P A Majeed after the one-day state IUML Executive camp here. The party had worked hard for bringing UDF to power in the state, he said. Replying to a query on the Kochi Metro issue, Basheer said IUML would like to see that the project becomes a reality. The resolution decried attempts to portray the Assam

Efforts were on to give a communal colour to the essentially "natives-versus-foreigners" issue, the resolution said. Bangladeshi 'infiltrators' were disturbing the demographic balance and posing a serious threat to the security of the country by indulging in various "objectionable and illegal acts", it charged. They were involved in circulation of fake currency, illegal trade of arms, drugs and cattle smuggling and several other criminal acts besides becoming a tool in the hands of the ISI, the resolution alleged. It also demanded that the work of fencing the Bangladesh border be completed without delay. "The National Register of Citizens should be completed systematically". "Patriotic citizens should treat the issue as a national problem and play an active role in detecting these infiltrators... and also to keep in mind that engaging the infiltrators in any work is not only illegal but also a grave danger to the country," it said.
