Markets Weekahead: Record high CA deficit may weaken stocks

Written By Unknown on Sabtu, 30 Maret 2013 | 23.24

Broader sentiment is expected to be weak in Indian stocks after data showed the current account deficit widened to a record high 6.7 percent of GDP in the October-December quarter.

However, the data, coming out after market hours on Thursday, also showed the balance of payments turned positive.

Still, traders say macro-economic indicators may have bottomed out and point to signs of recovery ahead.

Analysts also feel the recent correction in shares have made valuations more compelling.

Motor insurance premium hike too low to cover losses

The general insurance industry today termed the decision of the sectoral regulator to increase the motor insurance premium as a step in right direction, but too low to cover losses in this segment.

"If you see the exposure draft, there was a proposal to increase premium at a higher rate. Even if done at the proposed level, it was inadequate. So, the current rise is too inadequate to cover the losses in this space on the back of rising accidents and claims," General Insurance Council Secretary General R Chandrasekaran told PTI. He also said things would not be much different as far as underwriting losses are concerned in the next financial year despite the rise in the premium.

Also read: Is IRDA's new insurance policy guideline helpful?

The insurance regulator, IRDA has increased the motor premium rates by an average of 20 per cent effective next April 1. However, these rates are way below the hike proposed in the exposure draft floated in February. Chandrasekaran, however, said the council would continue its representation to both the regulator as well as the government for increase of premium in this segment. Bharti Axa General Insurance too said the hike is a step in the right direction. "The increased rates are a step in the right direction from the point of view of the insurance industry as this is a loss-making proposition currently....However, de-tariffing motor third-party premium would help the customers more as in this case good customers would enjoy lower premium as opposed to the current scenario wherein good customers are subsidising the bad customers," Bharti Axa General Insurance MD and CEO Amarnath Ananthanarayanan said.

Another official from a large public sector GI said the company would soon pass on the new premium rates to the customers. "Whatever the rise that will be passed on to consumers. There is no case for absorbing any part of the rise as this is a loss-making segment," the official said who wished to remain unidentified. Many of the general insurance industry players are making losses due to high underwriting losses in the motor insurance segment as premium paid are inadequate in comparison to the claims.

Indefinite curfew in Assam silk town Sualkuchi

Indefinite curfew was clamped after silk weavers observing a 12-hour bandh today defied prohibitory orders in this town in Kamrup (Rural) district protesting the use of artificial silk, official sources said. The police fired rubber bullets after a lathi-charge and teargas failed to quell the weavers who ransacked shops selling silk clothes and made bonfires of these on the road, they said. One person received injuries in the firing, they said.

The weavers, who converged on the main market in the morning, also demanded that the State Bank of India branch down its shutters, the sources said. The weavers alleged that artificial silk brought from other parts of the country for making the traditional Assamese attire was affecting them and the silk industry in the state. They also alleged that the silk clothes the shops were selling were not pure Assamese golden Muga Silk and white Paat Silk as the clothes burnt turned to ash unlike pure silk. The trouble began yesterday when the weavers set ablaze silk clothes, clashed with shopkeepers and threw stones at the police when they intervened injuring five of them. The local people, who reared silk worms and were employed in the weaving industry, have been on the warpath for some time against the use of artificial silk from outside by traders for preparing traditional attires as it was cheap and had a better finish than the local silk varieties. They claimed that local weavers, who used looms for weaving, were unemployed because of the machine-made products while silkworm rearing had become extinct due to the lack of market for the expensive silk. They also accused that the state government had assured to give Rs 100 crore for the survival of the Assam Paat and Muga silk industry facing stiff competition from artificial silk, but the funds were yet to be released.

Euro zone savings deposits are safe, says German minister

German Finance Minister Wolfgang Schaeuble has said savings accounts in the euro zone are safe, adding that Cyprus is a "special case" and not a template for future rescues.

In an interview with Bild newspaper published on Saturday, Schaeuble distanced himself from comments on Monday by Eurogroup chairman Jeroen Dijsselbloem, who said the rescue programme agreed for Cyprus - the first to impose a levy on bank deposits - would serve as a model for future crises.

"Cyprus is and will remain a special one-off case," Schaeuble said.

"The savings accounts in Europe are safe."

Schaeuble said the problem in Cyprus was that two large banks in Cyprus were in effect no longer solvent and the Cyprus government did not have enough money to guarantee savings.

"That's why the other euro zone countries had to help," he said. "Together in the Eurogroup we decided to have the owners and creditors take part in the costs of the rescue - in other words those who helped cause the crisis."

Schaeuble said he was confident Cyprus would be able to completely pay back the help. "Cyprus's economy will now go through a long and painful period of adjustment. But then it will pay back the loan when it is on a solid economic foundation."

Schaeuble said the euro was stronger today than at any time since 2010.

"Yes, you could see that during the Cyprus crisis," he said. "The entire turbulence did not have any impact on the other countries in Southern Europe."

He said it was different in early 2012, when elections in Greece caused interest rates across Southern Europe to rise.

"The financial markets have seen: we are better prepared now. We've accomplished quite a bit," Schaeuble said.

He said he was against thinking about individual countries leaving the euro zone. "What is more important is that we are strong enough to keep everyone in the boat," he said.

"I believe that we will one day read in the history books about this period that the crisis brought Europe even closer together," he said, adding the continent was currently enjoying "a very fortunate era".

How impact investing could affect biz in India

The Rockefeller Foundation reports that impact investing is set to grow at an annual pace of 30 percent. India is the second-largest market for impact investing after the US, with USD 500 million worth of investments made in 2012 alone. But what does this mean?

When Pierre Omidyar saw his networth cross a billion dollars in 1998 as Ebay listed on the capital markets, he knew he had to do more with his wealth that had come to him in just three years. So, he set up the Omidyar Network, an organisation that invests in promising social enterprises.

Today, the Omidyar Network, sponsored by Pam and Pierre Omidyar has put in over USD 550 million in impact investments. The network operates with two cheque books, investing roughly half its corpus as grants to non-profit organisations, while the other half goes to early-stage social entrepreneurs whose businesses are perceived too risky by commercial investors. Omidyar set up shop in India in 2010 and has a portfolio of 27 organisations in which it has invested about USD 100 million. 70 percent of these are for-profit ventures.

Venture philanthropy, impact investing and flexible capitalism. These are some of the terms that have been used to describe the approach that Jayant Sinha, partner, Omidyar Network India Advisors and his team have taken to capital investments in the social sector. But Jayant likes to keep it simple. He believes social impact and financial returns are a means to an end. Jayant uses examples of two of his investee companies to explain how they operate - D Light, a solar lantern manufacturer and Tree House, India's largest self operated pre-school chain.

Sinha says, "The social impact cannot be an add-on it has got to be built into the value proposition. So, Tree House tracks the number of children that are in their preschools. That is an impact metric because we know if the child is in one of the Tree House preschools, he or she is going to get tremendous education and in doing so achieve social impact.

Similarly for D Light. D Light makes solar lanterns. So, for every solar lantern they ship, they are actually substituting kerosene lanterns. They are reducing the cost of using kerosene, providing a much healthier alternative, and reducing the risk of fire. So, built into that solar lantern is already that social impact. You track solar lanterns, you are tracking social impact.

For someone who didn't know what LP (not sure) stood for in 2001 to managing four funds worth over  Rs 800 crore Vineet Rai, founder and CEO, Aavishkaar has come a long way on a very challenging road. One really must put this in context at a time when regular venture capitalists (VCs) were reluctant to make investments in purely commercial ventures in urban India, Vineet's mission is to create a fund to service enterprise in India's most rural areas.

Vineet survived the rough and tumble of impact investing because of his ability to take disproportionate risks and the capacity to be extremely patient, the virtue of which he learnt when he first began working for a Gujarat government-backed rural enterprise incubator in 1998.

Rai says, "My job was to go to the villages and help the innovators into converting their innovations into products and then into businesses. One of the key learnings I gained in that process is converting an innovation into a product, and a business requires an entrepreneur not an innovator as the lead. The entrepreneur is taking the risk and he requires risk capital in trying to build that business. The biggest challenge was not in finding the entrepreneur or helping the innovation to become a product, but providing that risk capital. That was my key learning out of the three, three and a half years I spent as incubator.

Aavishkaar is not very different. We are a venture capital fund. The only difference is that we are focused on rural India. We have made 38-39 investments till date. We are the first investor in almost 38 of them. So, 98 percent of the time we are the first investor. Almost 50 percent of the companies that we have invested in actually didn't exist, that means they started with our capital. More than 50 percent of our capital is deployed in the low-income stage. So, that could tell you that our capacity or appetite to go and take risks where returns are actually unexpected is very high.

Everton leave Man City's title hopes in tatters

By Martyn Herman

LONDON (Reuters) - Manchester City's fingertip hold on their Premier League title was loosened further after a demoralising 2-0 defeat at Everton on Saturday left them hoping for a footballing miracle.

Leon Osman's swerving 32nd-minute shot put Everton in front at a raucous Goodison Park and, even though the home side were reduced to 10 men when Steven Pienaar was red-carded for a rash tackle on the hour, City could not reply.

Substitute Nikica Jelavic sealed victory in stoppage time on the counter-attack after being set up by Marouane Fellaini, to leave City 12 points behing leaders Manchester United, who host joint-bottom Reading later on Saturday.

A week after being booed and heckled by their own fans in an embarrassing 3-0 FA Cup defeat at home to struggling Wigan Athletic, Everton produced a gutsy performance to remain in contention for a top-four finish.

Victory lifted David Moyes's team into fifth place, a point above Arsenal, who are away at Swansea City (1500) and four behind fourth-placed Chelsea.

"It was disappointing last week (in their defeat by Wigan) but we showed when we are at the races we are a match for any team," Osman, who is in the England squad for next week's World Cup qualifiers, told Sky Sports.

"It's difficult to play with 10 against any team, especially the champions, but we kept them at bay."

Osman's strike to break the deadlock was a special one.

Receiving the ball from Seamus Coleman 25 metres from goal, Osman lashed a shot that flew past England keeper Joe Hart and bulged the netting.

Carlos Tevez went close to an equaliser with a shot just wide of the post but City were missing the drive of Yaya Toure in midfield as Everton dominated.

City showed more desire after the break and were pressing hard for an equaliser when Pienaar raked his studs down the shin of Javi Garcia, who had earlier squandered a close-range chance.

The inevitable red card merely raised Everton to greater efforts, with second-choice keeper Jan Mucha exemplifying their commitment with a great double save from Tevez and James Milner.

City were denied a late penalty when Tevez's shot was blocked by the arm of Fellaini in the penalty area, with the referee ruling it had been outside the box and awarding only a free kick, which came to nothing.

Jelavic's stoppage-time effort made it a dark day for City manager Roberto Mancini, who declined to give his post-match television interview, instead sending out assistant David Platt.

"He's angry and he's taking stock of it," Platt said. "He wants to calm down rather than say anything that will get him into trouble. He's angry in general.

"We got outworked by Everton, but there is no doubt in my mind about the handball.

"It was three yards inside the area and though perhaps the performance didn't deserve it, that's by the by.

"Perhaps we could have got a bit more out of it if that decision had gone for us."

Pope Francis resisted revenge over 18th century Clement XIV

VATICAN CITY (Reuters) - Pope Francis, the first Jesuit pontiff, explained on Saturday how he resisted the temptation to get revenge on Pope Clement XIV, who suppressed the priestly order in the 18th century.

The Society of Jesus, as the Jesuits are officially called, are a legendary religious order known for intellectuals, educators and missionaries who take a special vow of obedience to the pope.

Over the centuries the order has faced moments of tension in its relations with the Vatican. They hit a low point under Pope Clement XIV, who suppressed the order in 1773 with a document known as "Dominus ac Redemptor".

Clement was seeking to placate monarchs in a number of European states who were worried about the Jesuits' increasing influence. The order was restored to the Vatican's good graces by Pope Pius VII in 1814.

Francis told journalists at a special audience for the media that after his election on Wednesday night, some cardinals had jokingly suggested he should name himself Pope Clement XV.

"That way you can take revenge on Clement XIV for suppressing the Society of Jesus," Francis quoted one cardinal as joking with him shortly after he was elected.

The journalists roared with laughter.

Earlier he explained that he had chosen the name Francis after St. Francis of Assisi, who is associated with austerity and helping the poor in the 13th century.

Pope Francis, giving his clearest indication yet that he wants a more austere Catholic Church, said on Saturday that it should be poor and remember that its mission is to serve the poor.

South Africa cardinal says paedophilia not a crime

JOHANNESBURG (Reuters) - A South African cardinal who helped elect Pope Francis this week has told the BBC paedophilia is an illness and not a crime.

Cardinal Wilfrid Fox Napier, the Catholic Archbishop of Durban, told BBC Radio 5 on Saturday that paedophilia was a "disorder" that needed to be treated.

"From my experience, paedophilia is actually an illness. It's not a criminal condition, it's an illness," he said.

Napier said he knew of at least two priests who became paedophiles after they were abused as children.

"Now don't tell me that those people are criminally responsible like somebody who chooses to do something like that. I don't think you can really take the position and say that person deserves to be punished. He was himself damaged."

The Catholic Church has had its image deeply tarnished by a widespread child sex abuse scandal.

Napier was one of the 115 cardinals in the Vatican conclave that elected Pope Francis on Wednesday, the BBC reported.

The first non-European pope in nearly 1,300 years, Francis has signalled a sharp change of style from his predecessor, Benedict, for the 1.2-billion-member Church, which is beset by scandals, intrigue and strife.

He said on Saturday the church should be poor and remember that its mission is to serve the poor.

Frankfurt coach Veh's future at club unclear

BERLIN (Reuters) - Eintracht Frankfurt coach Armin Veh's future at the club he led to the top division last season is unclear with the Bundesliga team eager to see him stay and the coach demanding a cash injection to boost the squad.

Veh, who led VfB Stuttgart to the league title in 2007, has rejected reports he had a specific offer from Schalke 04, but has yet to sign a contract extension with his current club, demanding a more competitive squad in order to stay on.

"I am close to Armin and openly discuss with him the current situation," said Eintracht sports director Bruno Huebner on Saturday.

"What I can say is that we remain his first choice for any talks and the possibility of holding on to him is great. I am confident," he told reporters.

Veh said any discussion would follow Sunday's game against Stuttgart.

"If we win this game or at least get a point then it will be relatively quick," he told reporters. "Then there will be a decision within the next 10 days. I am not one to drag things out."

With a point Frankfurt would have achieved their aim of 40 points for the season with eight games left.

Frankfurt's run this season has been nothing short of sensational with the promoted team currently in fifth place and challenging for a Europa League or even a Champions League spot.

"I have threatened Armin that I will drown his dog in the river Main if he does not stay," joked Frankfurt boss Heribert Bruchhagen on Friday.

UP govt has failed to ensure security of women: Sushma

Lucknow, Mar 16 (PTI) Leader of Opposition in Lok Sabha Sushma Swaraj today accused the Uttar Pradesh government of failing on law and order front, leading to a spurt in crime against women in the state. Quoting government's reply in the state Assembly, Sushma said 632 rape cases were reported in the state in the last one year. "This means one rape is taking place every 13 hours," she said, addressing a rally of party's women wing. Alleging presence of criminal elements in the government, Sushma said in the backdrop of a deteriorating law and order, UP has "broken all records" of crime against women. Drawing out a comparison, Sushma claimed the BJP-ruled states stand at the bottom of the chart as far as crime against women is concerned. She claimed women in Uttar Pradesh were far more safe when the BJP government headed by Kalyan Singh was in power. Taking a jibe at Akhilesh Yadav, she said people voted with a hope that a young chief minister will come out with new ideas, but sadly, this government has been "exposed" in a year. She also called for a two-pronged strategy -- change in people's mindset, along with generating a fear of law -- to ensure women a dignified co-existence. "What an irony that in a country where people worship girls twice in a year during Navratra, woman are forced for abortion if they are carrying a girl in their womb," Swaraj said. PTI AVA PG AGL AGL

Violence in Egypt after football riot verdict

Cairo, Mar 9 (PTI) Enraged sports fans burnt down the national football headquarters and a police club here after an Egyptian court today upheld death sentences for 21 accused in last year's deadly stadium riot that killed over 70 people in the city of Port Said. Today's verdict in the football stadium trial had raised fears of renewed violence in the strife-torn country. After the death sentences were first announced in January, the news had led to a series of violent protests in the Suez Canal city that left 40 people dead. Shortly after the verdict was announced, thousands of fans of Cairo's Al-Ahly club went berserk, burning down a police club nearby and storming Egypt's football headquarters before setting it ablaze. Thick black smoke was seen billowing out over the Cairo skyline. Most of the riot victims were supporters of Al-Ahly team, and fans were upset about the 'lenient' sentences. As feared, the verdict failed to defuse tensions at a time when the whole nation is grappling with a political crisis, a weak economy and intensifying opposition to the rule of Islamist President Mohammed Morsi. In Port Said, fans of the local Al-Masry club also accused the court of unfairness. Ahead of the verdict, the army had assumed control in Port Said after the deadly unrest last week. Meanwhile, police in some Egyptian provinces have been holding an unprecedented strike in protest at being used by Morsi's government to curb protests. Earlier today, the court, sitting in Cairo amid security concerns, sentenced some of the remaining 52 defendants, including nine police officers, to prison and acquitted others but did not issue any more death sentences. Kannur (Ker), Mar 9 (PTI): Nearly seven years after he jumped bail while serving a seven-year sentence for raping a German national in Rajasthan, absconder Bitti Mohanty from Odisha was today arrested by Kerala police and remanded to judicial custody. Son of former Odisha DGP B B Mohanty, Bitti had been working as a Probationary Officer in a public sector bank here for the last three years impersonating as "Raghav Raja" from Andhra Pradesh, police said. Bitti was produced before the First Class Judicial Magistrate at nearby Payyannur and he remanded him to 14 days judicial custody. He landed in trouble after employees of the bank branch at Pazhayangadi grew suspicious of the true identity of their colleague on seeing his photo among pictures of the accused in various sex crimes shown by television channels and floated on the internet in the wake of the delhi gangrape incident. Bitti was picked up from his local residence last week and revealed his true identity during questioning, sources said. Police also corroborated their findings by interacting with their counterparts in Rajasthan, Andhra Pradesh and Odisha. Kannur SP Rahul R Nair told PTI that Rajasthan police had been asked to come to Kannur as he was sentenced to seven years imprisonment in 2006 for raping the 26-year-old German woman at Alwar. The FIR lodged in the local police station charged Bitti with cheating, impersonation and forgery. After jumping bail in 2006, Bitti had obtained an MBA degree and managed to get into the bank as a probationary officer. He pretended to be an Andhraite and during his stay also learnt to speak in Malayalam well, without giving a clue to local people or his colleagues that he is a convict.PTI NM APR HKS

It's been a while since we've heard anything about the Surface phone—last November, in fact—but we've never actually truly believed there's one coming. But do you want to know who does? Nokia. The Finnish company has acknowledged a Surface phone as a possible threat in its law-mandated risks filing. As per law, Nokia has to set out what it perceives as a risk to its business in filings to the SEC, which were dug up by ZDNet. In their 2012 statement, Nokia said that the risk comes from the possibility that Microsoft could cut their investment in the OS or completely pull the plug on the operating system.

Wigan shock Everton to reach first FA Cup semi

LONDON (Reuters) - Wigan Athletic scored three times in four wild minutes on Saturday to stun Everton 3-0 at Goodison Park and reach the semi-finals of the FA Cup for the first time in the club's 81-year history.

The visitors, facing another relegation battle in the Premier League and underdogs in this quarter-final, had effectively booked their place in the last four after 34 minutes with goals from Maynor Figueroa, Callum McManaman and Jordi Gomez.

Defender Figueroa headed Wigan in front in the 30th minute, former Everton schoolboy McManaman capitalised on Phil Neville's mistake to double the lead 90 seconds later, and Gomez, the Spanish midfielder, made it three with an exquisite shot from 20 metres.

Everton, five-times winners of England's premier cup competition and runners-up in 2009, were booed off at halftime by their disbelieving fans.

Manchester City are aiming to join Wigan in the semi-finals when they host Barnsley of the Championship (second division) later on Saturday. On Sunday, Millwall face Blackburn Rovers in an all-Championship tie and Manchester United meet Chelsea in the remaining sixth-round match.

Both semi-finals will take place at Wembley on the weekend of April 13 and 14.

Wigan manager Roberto Martinez said: "I thought the performance was outstanding, from the keeper all the way through; to come to Goodison Park, to be able to score three goals and keep a clean sheet speaks volumes.

"I think we deserve a little bit of credit, we stopped them from being dangerous," he told ITV Sport. "We knew when to keep the ball, when to go forward, and we looked a real threat every time we got into the final third."

POIGNANT RETURN

Wigan's appearance in the semi-final at Wembley will be a poignant one for their chairman, Dave Whelan.

Whelan was 23 when he broke his leg at the famous stadium while playing for Blackburn in the 1960 FA Cup final against Wolverhampton Wanderers. Wolves won 3-0 and the injury ended Whelan's top-flight playing career.

Now 76, Whelan was on his feet in celebration at Goodison Park as his team skipped past Everton in their first Cup quarter-final since 1987.

The hosts were so poor in the first half it was hard to believe they are sixth in the Premier League table.

David Moyes was hoping to mark nearly 11 years in charge at Everton with a third FA Cup semi-final in five seasons, but his side produced their worst performance of the season.

Wigan midfielder Shaun Maloney gave them fair warning after 11 minutes, cutting in from the left and bending a right-foot shot from the edge of the area on to Jan Mucha's post.

Mucha, the Slovakian keeper standing in for the injured Tim Howard, was offered little protection by his defenders.

On the half-hour Figueroa was unchallenged at a corner and he headed home the opener at the far post.

Neville then misplaced a simple pass in midfield, allowing McManaman to advance on goal and clip a neat finish past Mucha.

Wigan, though, were not finished, and their third was the best of the lot. Striker Arouna Kone fed Gomez from the byline and Gomez opened the face of his left foot to stroke a low, curling effort into the bottom corner.

Everton improved after the break but it was not until injury time that they seriously threatened Wigan's goal, Joel Robles saving sharply from Leon Osman.

Lopez form puts Casillas place under threat

By Iain Rogers

MADRID (Reuters) - Iker Casillas should have recovered from a fractured hand within the next couple of weeks but the Real Madrid goalkeeper and captain may find himself warming the bench given the fine form of replacement Diego Lopez.

Casillas sustained the injury during a King's Cup game against Valencia in January when team mate Alvaro Arbeloa kicked his hand while trying to clear the ball.

It was initially feared that the Spain captain might be sidelined until the end of April and Real coach Jose Mourinho immediately brought in Lopez from Sevilla as cover.

The lanky 31-year-old, a former Spain international who came through Real's youth ranks and had a five-year stint at Villarreal, brilliantly kept Manchester United at bay in Tuesday's Champions League last-16 second leg.

He also played solidly against Barcelona in Real's two victories over their arch-rivals in the semi-finals of the King's Cup and La Liga this month.

Casillas has sometimes been criticised for a weakness against high balls and Lopez, who is almost two metres tall, is seen as more effective against crosses.

While he may not possess the same lightning reactions or athleticism as Casillas, he is a fine shot stopper and a decent ball player.

"Diego Lopez has come here to perform," assistant Real coach Aitor Karanka told a news conference on Saturday previewing Sunday's La Liga match at Celta Vigo.

"We have great goalkeepers and that is good for the team," added the former Real player, again standing in for Mourinho who rarely speaks before league matches.

"Iker's recovery is going well and we hope to have him back as soon as possible. The coach will use the players who are in the best form."

Mourinho had already raised eyebrows by dropping Casillas for the league game at Malaga in December, which Real lost 3-2 with then number two keeper Antonio Adan in goal.

The Portuguese coach later said the decision was "purely technical" and appeared to suggest that Adan had been picked because of some poor Casillas performances as Real's bid for a second straight title faltered.

The champions are 13 points behind leaders Barcelona in third and two adrift of second-placed city neighbours Atletico.

Local media have reported that Mourinho and Casillas have a frosty relationship and if the keeper is again relegated to the bench after his return his future at the club he joined in July 1990 at the age of nine could even start to be questioned. (Editing by Clare Fallon)

Jalna (Mah), Mar 2 (PTI) MNS chief Raj Thackeray today dared NCP leader Ajit Pawar to intimidate his party without the help of the state apparatus, saying stones can come from "our side" too in an escalating war of words between the two leaders from Maharashtra. Raj also asked Union Agriculture Minister and NCP leader Sharad Pawar if the matches of Indian Premier League(IPL) would be cancelled in Maharashtra this time around on account of the terrible drought the state is facing. Addressing a rally here as a part of his organisation-building drive across the state, Raj said MNS was ready to take on NCP if the latter were to use the government power to intimidate. "Ajit Pawar (Deputy Chief Minister) says they will give befitting reply (to MNS). I am ready for it. Stones can come from our side too," said Raj, against the backdrop of recent clashes between NCP and MNS workers at various places. He dared Ajit Pawar to confront MNS without the aid of Home Department and police. Raj alleged that cable TV networks at several places were shut down ahead of his rally today. Referring to Ajit Pawar's earlier statement that Raj Thackeray was "going berserk", he said, "This shows who is going berserk, I or they." He also said that though huge amounts of funds go to Western Maharashtra, a bastion of Congress and NCP, even that part of the state was in the grip of drought. "All the money goes to western Maharashtra. Marathwada was ignored. But in Western Maharashtra also people are leaving homes. They are also affected by drought," he said. He asked Ajit Pawar, who has held Irrigation portfolio in recent years, to explain "where Rs 70,000 crore spent on irrigation projects went". Referring to Sharad Pawar's castigating of a recent lavish wedding hosted by NCP minister Bhaskar Jadhav, Raj asked: "I want to ask Pawar, would the IPL matches be cancelled this summer? If not, then stop this hypocrisy." He squarely blamed the ruling coalition, especially NCP, for the drought situation in the state. Ajit Pawar had earlier said that NCP would give befitting reply to MNS in the state. Referring to it, Raj said: "Why didn't Ajit Pawar speak of `a befitting reply' when lady constables were assaulted by the miscreants during a rally in Mumbai (organised by local organisations to protest atrocities against Muslims in Assam and Myanmar)?". Jaipur, Mar 2 (PTI) Expressing concern over cases where psychiatric patients are branded as "possessed by spirits," Rajasthan Governor Margaret Alva today called for positive change in attitudes towards people facing such ailments. There still are cases where psychiatric patients are branded by people as "possessed by spirits, and being treated to cruel processes and even being killed in our rural areas," she said at the second international annual conference of Neurological Surgeon's Society of India here. The social stigma attached to mental ailments prevents patients from coming forward to seek treatment. "We, as a society, need to combat social attitudes to mental ailments. Awareness of the ailments and their causes need to be widely disseminated," she said. Alva noted that most medicines and procedures are expensive, thus out of the reach of the common people and called for provision of financial and medical resources to address this. 250 delegates from India and abroad were participating in the conference, which includes hands-on workshops on important issues in the field, Organising Chairman of the society Dr R S Mittal said. Russian demonstrators rally in support of U.S. adoption ban

By Sonia Elks and Steve Gutterman

MOSCOW (Reuters) - Thousands of people marched through Moscow on Saturday in an orderly show of support for a ban on adoptions of Russian children by Americans, echoing President Vladimir Putin's demands for better care for Russian orphans in their homeland.

Carrying signs with slogans including "Children are our future" and "America - hands off our children", activists mixed bitter criticism of the United States with calls for improvements in Russia's own care system.

"These children are ours. We shouldn't give them away," said Natalya Bakhinova, 56, walking in one of two columns led by marching bands that converged in Moscow's Pushkin Square.

Police said 12,000 people joined the rally, and organisers denied allegations some were coerced or paid to attend.

Moscow has seized on the death of Russian-born three-year-old Max Shatto - who died in January in Texas, where his adoptive parents live - as justification for the ban that has increased tensions with the United States.

After improvements under a "reset" President Barack Obama initiated in 2009, ties have been strained by Syria and issues including Putin's charges of U.S. meddling and his treatment of opponents since he returned to Russia's presidency last May.

Activists on Saturday called for Max Shatto's younger brother Kris to be taken from the family and returned to Russia.

A few held photos of Max Shatto, bearing his Russian name Maxim Kuzmin, and of other Russian-born children who have died in the care of their adoptive American parents.

"We gave away something that is ours, and we need to take it back," said demonstrator Alexei Dobrenkov, 40.

Some Russian officials have suggested Max Shatto died as a result of abuse and lawmakers appealed to U.S. Congress last month to help return Kris, born Kirill Kuzmin, to Russia.

Texas authorities ruled the death an accident on Friday, saying he died from a torn abdominal artery and had bruises consistent with injuring himself.

The U.S. authorities said investigations into allegations of child abuse and neglect would continue and the priority was to ensure the safety of Kris Shatto, who remained in the adoptive family's home in Gardendale, Texas.

A Russian Foreign Ministry statement on Saturday expressed "concern" about the Texas authorities' findings and said it assumed they were only preliminary.

Demonstrators in Moscow echoed the official sentiment.

"That's nonsense - there is no way he could have killed himself," said Sergei, 57, who would not give his last name. "Too many of our children have died in America."

Russian officials say there have been at least 20 such deaths in two decades and that U.S. authorities have been too lenient on the parents.

ORPHAN CARE

More than 650,000 children are considered orphans in Russia, and 110,000 of them lived in state institutions in 2011, official data shows. There were about 7,400 adoptions by Russian families in 2011, versus 3,400 adoptions by families abroad.

Americans have adopted more than 60,000 Russian children since the collapse of the Soviet Union in 1991, surpassing parents from any other nation, but now only a few dozen children whose adoptions were approved before January 1 will be able to go.

Russia tacked the adoption ban onto legislation it passed in December in response to the U.S. Magnitsky Act, which bars Russians linked to the 2009 death of an anti-corruption lawyer other alleged rights abuses from entering the United States.

Tens of thousands of people, some labelling Putin a "child-killer", protested the adoption ban at a rally in Moscow in January billed as a "march against scoundrels".

Putin, who has stepped up efforts to instil patriotism during his new six-year term, has suggested the ban is justified because Russia should take care of its own children, and has ordered improvements to care for orphans.

Critics say the Russian system is plagued by neglect and instances of abuse, and accuse the Kremlin and lawmakers of using particularly vulnerable children as political pawns. (Writing by Steve Gutterman)

Al Qaeda issues English-language advice magazine for militants

RIYADH (Reuters) - Al Qaeda in the Arabian Peninsula (AQAP), the Islamist movement's most active branch, has released an English-language magazine advising would-be militants on how to torch parked cars and cause traffic accidents.

The magazine, released on militant websites, also warns France to pull back from Mali and lists 11 public figures in the West, including author Salman Rushdie, who it says are "wanted dead or alive for crimes against Islam".

AQAP, based in the impoverished, lawless state of Yemen, has previously plotted to bring down international airliners and is seen by Western governments as a danger to oil-producing Gulf states and major crude shipment routes.

In a section entitled "open source jihad", the magazine gives tips on how to set fire to parked cars, including advice such as "don't get petrol on yourself", and suggests spilling oil on road bends to cause crashes.

An editorial in the magazine warned France to end its military intervention in Mali, citing the U.S. experiences in Afghanistan and Iraq, which it said made "them bite their fingertips in regret".

The magazine also called on militants to attack 11 public figures in the West, including Rushdie, whose 1988 novel The Satanic Verses was seen by many Muslims as blasphemous.

Among others are Dutch politician Geert Wilders and Canadian-Somalian activist Ayaan Hirsi Ali, both strong critics of Islam, and U.S. pastor Terry Jones, who staged a public burning of copies of the Koran. (Reporting by Angus McDowall; editing by Andrew Roche)

McDowell urges McIlroy to concentrate on swing not equipment

By Simon Evans

PALM BEACH GARDENS, Florida (Reuters) - Rory McIlroy should not let the pressure of his switch to Nike clubs distract him and focus instead on resolving his swing troubles, fellow-Northern Irishman Graeme McDowell said after the world number one withdrew from the Honda Classic.

McIlroy, who quit after eight holes of the second round on Friday, caused some confusion by initially telling reporters he was in a "bad place mentally" before later issuing a statement blaming a sore wisdom tooth for his early departure after playing his first eight holes seven over-par.

Since the twice major winner switched clubs from Titleist to Nike in January, in a deal reported to be worth as much as $250 million over 10 years, there has been speculation about whether he would be badly affected by the move.

Former world number one Nick Faldo labelled McIlroy's switch "dangerous" and the Northern Irishman has faced frequent questions about whether he has been able to adjust to the new clubs.

"I'm sure the guy has a lot on his mind. When you start trying to prove things to other people and you stop playing for yourself it is a very dangerous place to be," McDowell told Irishgolfdesk.com.

"He is playing to prove things to you guys (the media), playing to the naysayers and people who said he shouldn't have done what he has done.

"Everyone is saying he can't do it with Nike equipment. This game is an extremely difficult sport, especially when you start playing for other people," said the 2010 U.S. Open winner.

TECHNIQUE NOT EQUIPMENT

Prior to this week's tournament, McIlroy had said his early season problems were more with his swing than the adjustment to the new clubs and McDowell concurred.

"To me it is not equipment, it is all technique and a little bit of belief inside his own head. He will be okay. He's a young and very talented individual," said McDowell.

"To me he is not swinging the club the way he was late summer last year. His familiar right to left ball flight has gone to a little bit of a cut shot. He doesn't have that flight we are all used to seeing."

McIlroy has played just four full professional rounds in three months, missing the cut in the Abu Dhabi Championship in January and suffering a surprise first-round exit in the WGC-Accenture World Match Play Championship last week in Arizona.

For McDowell, who defended McIlroy's switch to Nike on the grounds that "there is not a player in this field would have turned that contract down" the 2012 PGA Championship winner needs to get some rounds under his belt.

"We've had some time off. He's rusty. I know where he is at. (But) he is a superstar, a global superstar at that it can only be pressure magnified. He will get over it. He is a smart kid.

"He is one of the most talented players I have ever seen and once he starts believing in himself again he will be back."

McDowell said his compatriot did not look himself on the range before his ill-fated Friday round.

"His demeanour looks a little different. I warmed up beside him on the rang' there were a few moans and groans coming from the bay next to me and that's not like him.

"It is normally a display, normally a clinic with superlatives from the coach and caddie being thrown out in the background and it wasn't like that.

"That's a sign to me of a guy who is lacking a bit of belief in his game and a bit of belief in his technique."

McDowell, though, is sure that McIlroy would be back to his best eventually.

"You don't write that kid off. He has got the X-factor and he will be okay." (Reporting by Simon Evans; Editing by John Mehaffey)
