Jalna (Mah), Mar 2 (PTI) MNS chief Raj Thackeray today dared NCP leader Ajit Pawar to intimidate his party without the help of the state apparatus, saying stones can come from "our side" too in an escalating war of words between the two leaders from Maharashtra. Raj also asked Union Agriculture Minister and NCP leader Sharad Pawar if the matches of Indian Premier League(IPL) would be cancelled in Maharashtra this time around on account of the terrible drought the state is facing. Addressing a rally here as a part of his organisation-building drive across the state, Raj said MNS was ready to take on NCP if the latter were to use the government power to intimidate. "Ajit Pawar (Deputy Chief Minister) says they will give befitting reply (to MNS). I am ready for it. Stones can come from our side too," said Raj, against the backdrop of recent clashes between NCP and MNS workers at various places. He dared Ajit Pawar to confront MNS without the aid of Home Department and police. Raj alleged that cable TV networks at several places were shut down ahead of his rally today. Referring to Ajit Pawar's earlier statement that Raj Thackeray was "going berserk", he said, "This shows who is going berserk, I or they." He also said that though huge amounts of funds go to Western Maharashtra, a bastion of Congress and NCP, even that part of the state was in the grip of drought. "All the money goes to western Maharashtra. Marathwada was ignored. But in Western Maharashtra also people are leaving homes. They are also affected by drought," he said. He asked Ajit Pawar, who has held Irrigation portfolio in recent years, to explain "where Rs 70,000 crore spent on irrigation projects went". Referring to Sharad Pawar's castigating of a recent lavish wedding hosted by NCP minister Bhaskar Jadhav, Raj asked: "I want to ask Pawar, would the IPL matches be cancelled this summer? If not, then stop this hypocrisy." He squarely blamed the ruling coalition, especially NCP, for the drought situation in the state. Ajit Pawar had earlier said that NCP would give befitting reply to MNS in the state. Referring to it, Raj said: "Why didn't Ajit Pawar speak of `a befitting reply' when lady constables were assaulted by the miscreants during a rally in Mumbai (organised by local organisations to protest atrocities against Muslims in Assam and Myanmar)?". Jaipur, Mar 2 (PTI) Expressing concern over cases where psychiatric patients are branded as "possessed by spirits," Rajasthan Governor Margaret Alva today called for positive change in attitudes towards people facing such ailments. There still are cases where psychiatric patients are branded by people as "possessed by spirits, and being treated to cruel processes and even being killed in our rural areas," she said at the second international annual conference of Neurological Surgeon's Society of India here. The social stigma attached to mental ailments prevents patients from coming forward to seek treatment. "We, as a society, need to combat social attitudes to mental ailments. Awareness of the ailments and their causes need to be widely disseminated," she said. Alva noted that most medicines and procedures are expensive, thus out of the reach of the common people and called for provision of financial and medical resources to address this. 250 delegates from India and abroad were participating in the conference, which includes hands-on workshops on important issues in the field, Organising Chairman of the society Dr R S Mittal said. Rewari (Har), Mar 2 (PTI) Two persons have been arrested from a residential colony here while they were trying to commit robbery, police said today. The duo was nabbed yesterday by residents of Azad Nagar colony in Dharuhera and later handed over to police, they said, adding that their third accomplice managed to flee. Lucknow, Mar 2 (PTI) Two persons were killed while another sustained injuries after their car was hit by a train at an unmanned level crossing in Bareilly district today. The mishap occurred near the Kitchcha station under Bahedi police station area of the district, police said. Russian demonstrators rally in support of U.S. adoption ban

MOSCOW (Reuters) - Thousands of people marched through Moscow on Saturday in an orderly show of support for a ban on adoptions of Russian children by Americans, echoing President Vladimir Putin's demands for better care for Russian orphans in their homeland.

Carrying signs with slogans including "Children are our future" and "America - hands off our children", activists mixed bitter criticism of the United States with calls for improvements in Russia's own care system.

"These children are ours. We shouldn't give them away," said Natalya Bakhinova, 56, walking in one of two columns led by marching bands that converged in Moscow's Pushkin Square.

Police said 12,000 people joined the rally, and organisers denied allegations some were coerced or paid to attend.

Moscow has seized on the death of Russian-born three-year-old Max Shatto - who died in January in Texas, where his adoptive parents live - as justification for the ban that has increased tensions with the United States.

After improvements under a "reset" President Barack Obama initiated in 2009, ties have been strained by Syria and issues including Putin's charges of U.S. meddling and his treatment of opponents since he returned to Russia's presidency last May.

Activists on Saturday called for Max Shatto's younger brother Kris to be taken from the family and returned to Russia.

A few held photos of Max Shatto, bearing his Russian name Maxim Kuzmin, and of other Russian-born children who have died in the care of their adoptive American parents.

"We gave away something that is ours, and we need to take it back," said demonstrator Alexei Dobrenkov, 40.

Some Russian officials have suggested Max Shatto died as a result of abuse and lawmakers appealed to U.S. Congress last month to help return Kris, born Kirill Kuzmin, to Russia.

Texas authorities ruled the death an accident on Friday, saying he died from a torn abdominal artery and had bruises consistent with injuring himself.

The U.S. authorities said investigations into allegations of child abuse and neglect would continue and the priority was to ensure the safety of Kris Shatto, who remained in the adoptive family's home in Gardendale, Texas.

A Russian Foreign Ministry statement on Saturday expressed "concern" about the Texas authorities' findings and said it assumed they were only preliminary.

Demonstrators in Moscow echoed the official sentiment.

"That's nonsense - there is no way he could have killed himself," said Sergei, 57, who would not give his last name. "Too many of our children have died in America."

Russian officials say there have been at least 20 such deaths in two decades and that U.S. authorities have been too lenient on the parents.

ORPHAN CARE

More than 650,000 children are considered orphans in Russia, and 110,000 of them lived in state institutions in 2011, official data shows. There were about 7,400 adoptions by Russian families in 2011, versus 3,400 adoptions by families abroad.

Americans have adopted more than 60,000 Russian children since the collapse of the Soviet Union in 1991, surpassing parents from any other nation, but now only a few dozen children whose adoptions were approved before January 1 will be able to go.

Russia tacked the adoption ban onto legislation it passed in December in response to the U.S. Magnitsky Act, which bars Russians linked to the 2009 death of an anti-corruption lawyer other alleged rights abuses from entering the United States.

Tens of thousands of people, some labelling Putin a "child-killer", protested the adoption ban at a rally in Moscow in January billed as a "march against scoundrels".

Putin, who has stepped up efforts to instil patriotism during his new six-year term, has suggested the ban is justified because Russia should take care of its own children, and has ordered improvements to care for orphans.

Critics say the Russian system is plagued by neglect and instances of abuse, and accuse the Kremlin and lawmakers of using particularly vulnerable children as political pawns. (Writing by Steve Gutterman)

Al Qaeda issues English-language advice magazine for militants

RIYADH (Reuters) - Al Qaeda in the Arabian Peninsula (AQAP), the Islamist movement's most active branch, has released an English-language magazine advising would-be militants on how to torch parked cars and cause traffic accidents.

The magazine, released on militant websites, also warns France to pull back from Mali and lists 11 public figures in the West, including author Salman Rushdie, who it says are "wanted dead or alive for crimes against Islam".

AQAP, based in the impoverished, lawless state of Yemen, has previously plotted to bring down international airliners and is seen by Western governments as a danger to oil-producing Gulf states and major crude shipment routes.

In a section entitled "open source jihad", the magazine gives tips on how to set fire to parked cars, including advice such as "don't get petrol on yourself", and suggests spilling oil on road bends to cause crashes.

An editorial in the magazine warned France to end its military intervention in Mali, citing the U.S. experiences in Afghanistan and Iraq, which it said made "them bite their fingertips in regret".

The magazine also called on militants to attack 11 public figures in the West, including Rushdie, whose 1988 novel The Satanic Verses was seen by many Muslims as blasphemous.

Among others are Dutch politician Geert Wilders and Canadian-Somalian activist Ayaan Hirsi Ali, both strong critics of Islam, and U.S. pastor Terry Jones, who staged a public burning of copies of the Koran. (Reporting by Angus McDowall; editing by Andrew Roche)

McDowell urges McIlroy to concentrate on swing not equipment

PALM BEACH GARDENS, Florida (Reuters) - Rory McIlroy should not let the pressure of his switch to Nike clubs distract him and focus instead on resolving his swing troubles, fellow-Northern Irishman Graeme McDowell said after the world number one withdrew from the Honda Classic.

McIlroy, who quit after eight holes of the second round on Friday, caused some confusion by initially telling reporters he was in a "bad place mentally" before later issuing a statement blaming a sore wisdom tooth for his early departure after playing his first eight holes seven over-par.

Since the twice major winner switched clubs from Titleist to Nike in January, in a deal reported to be worth as much as $250 million over 10 years, there has been speculation about whether he would be badly affected by the move.

Former world number one Nick Faldo labelled McIlroy's switch "dangerous" and the Northern Irishman has faced frequent questions about whether he has been able to adjust to the new clubs.

"I'm sure the guy has a lot on his mind. When you start trying to prove things to other people and you stop playing for yourself it is a very dangerous place to be," McDowell told Irishgolfdesk.com.

"He is playing to prove things to you guys (the media), playing to the naysayers and people who said he shouldn't have done what he has done.

"Everyone is saying he can't do it with Nike equipment. This game is an extremely difficult sport, especially when you start playing for other people," said the 2010 U.S. Open winner.

TECHNIQUE NOT EQUIPMENT

Prior to this week's tournament, McIlroy had said his early season problems were more with his swing than the adjustment to the new clubs and McDowell concurred.

"To me it is not equipment, it is all technique and a little bit of belief inside his own head. He will be okay. He's a young and very talented individual," said McDowell.

"To me he is not swinging the club the way he was late summer last year. His familiar right to left ball flight has gone to a little bit of a cut shot. He doesn't have that flight we are all used to seeing."

McIlroy has played just four full professional rounds in three months, missing the cut in the Abu Dhabi Championship in January and suffering a surprise first-round exit in the WGC-Accenture World Match Play Championship last week in Arizona.

For McDowell, who defended McIlroy's switch to Nike on the grounds that "there is not a player in this field would have turned that contract down" the 2012 PGA Championship winner needs to get some rounds under his belt.

"We've had some time off. He's rusty. I know where he is at. (But) he is a superstar, a global superstar at that it can only be pressure magnified. He will get over it. He is a smart kid.

"He is one of the most talented players I have ever seen and once he starts believing in himself again he will be back."

McDowell said his compatriot did not look himself on the range before his ill-fated Friday round.

"His demeanour looks a little different. I warmed up beside him on the rang' there were a few moans and groans coming from the bay next to me and that's not like him.

"It is normally a display, normally a clinic with superlatives from the coach and caddie being thrown out in the background and it wasn't like that.

"That's a sign to me of a guy who is lacking a bit of belief in his game and a bit of belief in his technique."

McDowell, though, is sure that McIlroy would be back to his best eventually.

Jammu, Mar 2 (PTI) Aiming at adding aesthetic grandeur to the historical Mughal Road, the Jammu and Kashmir government will launch a mega beautification-cum-eco development project. "A mega beautification-cum-eco development project to further add to aesthetic grandeur of historical Mughal Road making it an attractive tourist destination at specific spots along the road is on anvil," Forests and Environment minister Mian Altaf Ahmad said here today. He was chairing a joint meeting of officers from forest department, wildlife and members of Eco-Tourism Society convened to take stock of measures initiated for promotion of eco-tourism along Mughal Road. "The project envisaged development of camping sites, rock climbing, mountaineering sites, rafting and other adventure sports besides recreation parks en route the track from Hirpora to Rajouri on Mughal road," the minister said. Mumbai, Mar 2 (PTI)Two bar owners were arrested today for allegedly helping an accused to escape who was wanted in connection with the murder of one Chetana Ajamera in suburban Ghatkopar. Ajmera was murdered in May last year and ornaments alongwith cash worth Rs 1.4 crore robbed from her house. According to police, another accused Hemant Maneria who was arrested last month said during his interrogation that the main accused in the case Ashok Purohit, who had worked as a cook in the deceased's house, used to visit a bar at Grant Road in south Mumbai. "We received information that Purohit used to visit a bar and would spend thousands of rupees on bar girls," said a police officer. The police took the owners of the bar, Raju Pandit and Nilesh Mandal, into confidence and sought their help to nab him. But instead of helping the police, the bar owners contacted Purohit, who was on his way to the bar, and told him that police were were looking for him. "Purohit immediately changed his route and fled ," said the police officer adding the bar owners were arrested for helping the accused escape. Earlier, the crime branch had arrested one Mahendra Rathod and Shyamlal Soni from whom some of the stolen booty was recovered. PTI VI ABC

New Delhi, Mar 2 (PTI) BJP Chief Rajnath Singh today gave a call to his party cadre to put up a united fight in the next general elections to oust the "corrupt, ineffective" UPA as he took on Congress-led government over its alleged failure on internal security, economy and foreign policy fronts. Delivering the inaugural speech at the BJP National Council here, Singh while lauding the achievements of Gujarat Chief Minister Narendra Modi also emphasised upon the need for the party workers to bury their differences, stop clamouring for posts and gear up for the general elections slated for 2014. He praised the BJP governments in Madhya Pradesh, Chhattisgarh, Goa, Karnataka and the NDA regime in Bihar. Rajnath Singh alleged that the UPA government was mired in corruption. "Just as Ram killed Ravan, Krishna killed Kansa, Obama killed Osama, corruption we believe will kill the Congress," he said. BJP promised to form a separate state of Telangana in no time once it is voted to power. Goa Chief Minister Manohar Parrikar, while seconding the Economic Resolution, said India will scrap the FDI in multi-brand retail policy when BJP-NDA comes to power. Singh slammed the government on a host of issues, including terrorism, external security, relations with neighbouring countries especially Pakistan and China, corruption, failure to revive the economy and issues related to farmers. The BJP chief also raked up issues dear to the Sangh Parivar, from Ram Setu and Home Minister Sushilkumar Shinde's controversial remarks about Hindu terror to the Maha Kumbh and Hindutva being a way of life. The BJP passed an economic resolution highlighting the failures of the UPA government in controlling inflation, being engaged in a series of corruption scams, wrong agricultural policies which were forcing the farmers to commit suicide, and heaping praise on the erstwhile NDA government for its economic achievements. BJP intends to take on the Congress-led UPA on these issues in the next general election. Singh charged that the government lacked willpower and determination to deal with these issues.
